The Alliance for Financial Inclusion and Habitat for Humanity’s Terwilliger Center for Innovation in Shelter are working together to address barriers to inclusive, affordable and sustainable housing finance. They are developing a suite of regulatory tools to help policymakers identify, mobilize and accelerate the flow of catalytic capital for inclusive housing outcomes.
Project
AFI is a global policy leadership alliance that includes central banks from more than 80 countries working together to advance financial inclusion. The organization has teamed up with Habitat for Humanity’s Terwilliger Center for Innovation in Shelter to develop the Inclusive Affordable and Sustainable Housing Finance (IASHF) Framework. Responding to challenges seen by AFI members and Habitat, it is meant to address the fragmented regulatory approaches that prevent catalytic capital from reaching housing markets in emerging economies.
Value and Outcomes
AFI and Habitat are developing the kind of systems-level infrastructure that will help reduce transaction costs and strengthen market coordination, so that catalytic capital will flow more effectively to support inclusive housing finance outcomes.
Building on two years of work with a task force of 10 central banks, the project includes development of regulatory policy templates, a capital mapping tool and a deployment metrics toolkit—all of which are designed to be localized and accommodate regulatory variation across countries. Once complete, this work will generate a practical, open-source suite of regulatory tools that will help break down barriers to inclusive, affordable and sustainable housing finance, spreading faster use of catalytic capital across the housing finance sector in multiple countries.
